Items 27–28 are a set based on a somewhat long conversation between a man and a woman, asking two things in order. Item 27 asks why the speaker says what they say — not the surface meaning of the sentence but the purpose behind it (a request, a confirmation, a complaint, a suggestion, and so on) — and item 28 asks for the option that matches the conversation as a whole. This goes one step further than the 'main idea' items of 21–26: here you must read the speaker's real intent behind the words. What makes this type difficult is that no sentence in the conversation states the intent directly. The speaker explains a situation or asks a question, but the real reason for saying it only becomes clear when you look at the whole context of the conversation. For example, even a single question like '어떻게 해야 하나요?' ('what should I do?') could be a complaint or a simple confirmation depending on the situation. You need to train yourself to read not just the surface of the question but the background it comes from — worry, dissatisfaction, or simple curiosity. The matching item at 28 tests your ability to precisely distinguish specific details in the conversation — numbers, periods, costs, conditions. Wrong options are usually built by reusing a word from the conversation while slightly changing the condition or direction. The key is distinguishing information that looks similar but is different, such as 'the period got shorter' versus 'the period is the same but the benefit increased.' Since both items share a single conversation on the actual test, you must catch both the intent and the details within that one listening opportunity. It is common to focus so hard on item 27 that you miss the numbers or conditions needed for item 28, so it's important to build the habit of tracking 'who wants what' and 'the specific conditions' at the same time as you listen.
